How about this angle: The original plotters set up the Yates story, but the intrepid investigators after the fact, not having found Yates yet, quickly realize that they need a way for the rifle to be delivered, and convince Wesley and Linnie May to help out, without briefing them adequately. That would explain why the package they consistently describe couldn't have contained the disassembled MC 91-38.
