Because they are orphans no one will know. And because they are in the 'care' of the state as loco parentis the state will allow this sort of thing because the state does not care for humans. Make one wonder what sort of monstrous parent could allow this. Orphans or otherwise. But especially orphans. Such a useful group to the state. Along with prisoners and military enlistees.
