Jumping back into the Way Back Machine again, here is something Jan Klimkowski wrote, which helps with terminological clarity. Much of what is now called the Monarch Program was introduced by Dr. D. Corydon Hammond in what is now called the Greenbaum Speech.

I'm happy to expand on my view of Greenbaum.
I believe it gives genuine insights into some of the bizarre phenomena that therapists were encountering inside the minds of their patients. The "Alpha, Beta, Delta, Theta" dissociated identities element is something that nearly all the therapists that I trust independently referenced, either directly or in an analogous form.
However, I have not seen hard evidence to support some of Hammond's very specific historical claims, or his talk of "bloodline" and "non-bloodline". Some of this I regard as provocative and matters for further research, as opposed to proven or unproven.
I do find it difficult to believe that whether a patient was "bloodline" or "non-bloodline" could be easily established by therapists, and question whether such a concept even exists. Given the elite infatuation with eugenics it cannot be entirely ruled out.
Lauren - what has been lost in the historical record is that talk of Operation Monarch surfaced almost entirely through the case of Cathy O'Brien, which was promoted by her sininster chaperone, Mark Phillips. Phillips was (former) NSA. There is no documentary evidence to support the existence of a mind control programme called "Monarch".
The programming it described, sometimes termed "marionette" programming, is hugely unwieldy.
My considered view is that Cathy O'Brien probably was a victim of an MK-ULTRA offshoot mind control programme, and she continued to be a victim as she was used in a psyop named Monarch whose purposes included but were not limited to:
i) discrediting victims of real, known, documented programmes such as "MK-ULTRA", who were surfacing in the late 80s and 90s;
ii) hoovering up those new victims, so that their willingness to speak would be known to the criminals who'd programmed them before it was known to researchers and therapists.
As I wrote above, in my judgement, Monarch and the False Memory Syndrome Foundation represent the two major attempts to cover up these crimes and lead researchers into false territory.
I compare the above with the approach of therapist Valerie Wolf, some of whose patients testified before the US Presidential Human Radiation Experiments Hearings in 1995.
I have interviewed some of Valerie Wolf's patients, and attempted to independently corroborate some of their claims. I have confidences which I have sworn to respect, and will. However, I will say that there were two doctors named to me by patients of Wolf as "MK-ULTRA" doctors who at the time they told me (early to mid 90s), had not been identified as being involved in these programmes. We now know that they were regular confidantes of key "MK-ULTRA" players, and even collaborated with the likes of West, Orne and Heath in published research.
