Sounds like a spin-off of the American 'Presidential signing statements', in which a President can secretly sign a statement as to which parts of a bill coming from Congress the Executive Branch will obey and respect as 'law', and which parts not. Which parts are in which category often are forever [as far as I know] kept secret - a very few are made known - but those made known never touch on 'national security' matters.
