It should be obvious. Morales would be more likely to be motivated by JFK's direct move against JMWAVE as would those CIA exiles and CIA at JMWAVE. This could only be seen by them as moving directly against the anti-Castro Cubans and for Castro. I look at it more simply however. CIA had much more motive and means than Morales.
