The history of the creation and uses of the SAS as a stay behind unit able to operate behind enemy lines, and the regiment's strong links with black operations in Ireland, continental Europe and Africa, conducted on a basis of (im)plausible deniability, suggest that field operations would be conducted using a strict and controlled cell structure.
Accounts such as The Feather Men, suggest that a group of "Wise Men" could commission off-the-books operations using former SAS soldiers.
