I suspect it was a signal from the resurgent Angletonians - Team B and its allies - that a particular period of CIA history, that of the circumscribed self-revelation, was at an end. Nixon, after all, had been successfully deposed, the Vietnamese scuttle was a done deal, and, by God, there were Commies to fight, not least the ones the Agency was busy manufacturing in Central America.
