When you have money [and power] you have spies doing spying for you. The OSS and CIA were basically working for the rich and powerful, not the 'Nation' nor its security, per se. Ditto in other nations. It was the bankers and corporations, long ago, who developed spying and spy [intelligence] organizations. They still manage them, IMHO. That is why the CIA is nicknamed the 'Company'.
