Its like the old game the Soviets and Americans and Brits used to play. A very interesting book on that was written by a friend, Ole Tundander, 'Cold War Politics: The Secret War Against Sweden: US and British Submarine Deception In the 1980's' (1994).
But that takes us into another area of 'breathing together'.....
but it is related...the games of brinkmanship and 'testing' the nerve and equiptment of the 'other' - the perceived foe.
