I also figure that most of the explosives were likely disguised to be things which had a reasonable explanation for being installed throughout office buildings, and were installed by people who didn't realize they were involved with anything nefarious. Such people might now suspect that they unwittingly rigged the buildings to come down, but they wouldn't have any way to actually prove as much.
