Prisons are big business - ergo crime has to climb to ensure that balance sheets continue to grow to draw investors in.

Sick, but true: the towns with the prisons; the Prison Guard Association and the industry [really one] that supplies the prisons with consumables; the companies that build the prisons - all have a lobby with lots of money to buy legislators to pass new laws to get new crimes and to make old crimes have longer sentences. You can buy shares on the stock market in prisons....:what: our big 'growth industry' Sick nation. Prisons and Police; Wars and soldiers and private soldiers. Spies and spying. Nothing for improving life, health, welfare, care, peace, education, environment, public health, etc.
