This is a propaganda op, pure and simple.
As Bud Fensterwald taught, all such endeavors have at least two objectives. In this case:
1. Set up a heroic (false) authority from whom additional disinformation will be accepted with little or no hesitation.
2. Test the public's attitudes toward censorship.
3. Establish a precedent (legal, publishing industry) for censorship.
4. Identify sources of support.
5. Identify sources of opposition.
6. Set up a false negative template for future study of related events.
7. Measure the sophistication of self-described deep politics "experts."
For starters.

If an individual, through either his own volition or events over which he had no control, found himself taking up residence in a country undefined by flags or physical borders, he could be assured of one immediate and abiding consequence: He was on his own, and solitude and loneliness would probably be his companions unto the grave.
-- James Lee Burke, Rain Gods
You can't blame the innocent, they are always guiltless. All you can do is control them or eliminate them. Innocence is a kind of insanity.
