It is highly reminiscent of the large scale Vietnam era assassination programme --- what was it called... Operation Phoenix.
Strange name really as the myth of the Phoenix is that it rises from death - the Rebis. However, it certainly wasn't the mass dead of Vietnamese who were raised, Lazarus like, so I wonder what or who was symbolically raised?
