The Brits, the Americans, the Israelis, the French etc were, of course, all up to it. Arming both sides of the Iran-Iraq conflict in classic "Strategy of Tension" fashion.
At the time, Britain and America blamed the Iranians for the Halabja gassing because, in terms of the then dominant "political narrative" (Their tedious phrase for Their lies), Saddam was "our dictator".
David DeBatto of US Army Counterintelligence, found WMD in Iraq after "Shock and Awe", but because there were "Carlyle Group" labels everywhere, the WMD materials had to disappear from view....
