There was a great, frighteningly open discussion of this kind of thing one afternoon years ago on NPR that I listened to in the car while I waited for someone....surrounding a case in which some person was 'taken down' having been found mailing cartons of 'trial-sized' product laced with something-or-other. The details are lost in memory. ( If someone will come by and water-board me, perhaps I can remember them.)
Basically, the reporting laid out the entire approach, techniques and strategies if one had access to a decent printing press and knew something about how to access and use the postal system for bulk mailings.
