To me, this sounds like a good fit for the FOI. The FOI was totally unknown until the 1970's.

Nagell was FOI, as was one other man who's name I know but is not yet publicly known, and was also involved in Dallas-related activities. Col. William Bishop was connected to FOI in some way. They were constructed as special forces NOT under the control of CIA or the regular military chain of command - although they sometimes did work with them - except on 'special missions'. It seems that FOI somehow got its impetus from Willoughby [[FONT=&]Adolf Tscheppe-Weidenbach][/FONT] and his boss MacArthur while masters of Japan - but were used later all over the place.
