R. Doug Lewis, election privatizer, linked to the CIA?

US elections are run through electronic machines controlled by private corporations. These private corporations have extensive criminal backgrounds and political connections, as I've summarized in another DPF post. It's largely thanks to these privately-controlled voting machines that our elections are rigged in favor of corporate candidates and fail to represent the people. One question worth asking is how the US got to the point where our elections were controlled by this small cabal of private voting system vendors. Much of that history can be traced to one man in particular: R. Doug Lewis.[URL="http://cavdef.hopto.org/wiki/index.php?title=R._Doug_Lewis"]

R. Doug Lewis[/URL] was, for the past several decades, one of the most influential people in the US elections industry. He ran the Election Center, a private corporation responsible for managing and regulating the industry. While the Center purports to represent state and local election officials, it really serves as a front for the voting machine vendors, and has actually been proven to be funded by those vendors.

Lewis, through the Election Center and its sister organizations like NASED, exerts significant control over the industry. He served as a liaison between regulatory agencies, election officials, voting system vendors, and testing authorities (who are responsible for validating the software on the voting machines), and has served as a PR front-man for the entire industry. Furthermore, Lewis was even in charge of approving which companies got to be voting system testing labs, as well as training election officials across the country. With the ability to choose the companies that validate voting machine software and his influence over election officials, Lewis may have actually been the most powerful man in the industry.


But who exactly is he? Lewis's background is fairly obscure, and while researchers (including myself) have begun to piece it together, parts of it are still unknown. His name only shows up in a scattering of old newspaper articles, mostly from the 1970s. Given what is known, however, he has some high-level political connections and has essentially created a cover story for himself, implying that he might possess spook credentials of some kind.

His official Election Center biography includes this list of achievements in his past:

Quote:From 1966 to 1980, he managed campaigns for Congress, U.S. Senate, governor, and the U.S.presidency; served as Executive Director of the Democratic party in Kansas and Texas; worked as RegionalPolitical Director in the DNC; served as Assistant to the President at the White House; and managed politicalaffairs for former Texas Governor John Connally.

Parts of this are true. Lewis did manage political campaigns during that time period, and he indeed fundraised for John Connally in the late 1970s. More strange, however, are his claims of political party leadership. While he claims to have been the executive director of the Kansas and Texas Democratic Party, he actually held that position for the Republican Party in those two states. Similarly, he was actually a regional political director for the RNC in Texas, Kansas, Arkansas, and Oklahoma. Why did Lewis falsely present himself as a Democratic political leader instead of a Republican? Why was he trying to obscure his Republican credentials?

There's also no mention of which president he assisted in the White House, although given the timeframe (1966-1980), it was either LBJ, Nixon, Ford, or Carter (unlikely).

Following the late 1970s, when he fundraised for John Connally, he mostly drops out of public view. One 1981 news article saying that he was an "executive search consultant" in Houston TX was all I could find. His biography goes on to say:

Quote:Lewis also has more than 15 years of business experience in fields such as management consulting forthe petrochemical, refining, and chemical-processing industries; and in computer software and hardware.

So perhaps he spent that time in the oil industry (hm, wasn't George H.W. Bush's oil company in Houston?).

Then in 1986, Lewis reemerged running a used-computer store in Houston: the Micro Trade Mart. He ran that business until 1994, when he was selected as executive director of the Election Center.

Lewis's life certainly took a rather strange trajectory: after graduating from Emporia State University in 1968, heading PR for Kansas colleges, and consulting for the Department of Health, Education and Welfare under Nixon, Lewis ascended into politics. He was the executive director of the Kansas (1973-74) and Texas (1975-77) state GOP, a field director for the RNC (1974-75), a Ford '76 campaign manager, a fundraiser for John Connally; and then after 1980, he decided to leave politics, go back into the private sector, and, before long, start a used-computer business. Until he then decided to spend 2 decades of his life regulating and lobbying for the elections industry.


In fact, it almost seems like Lewis was building up his resume for the Election Center job he'd soon have. Once he got into the Election Center, he then alluded to his experience "in computer software and hardware", and vaguely referred to his political past while inexplicably lying about his party. His apparent construction of a cover-story, combined with the relative obscurity of his past (especially 1980-1986), is one thing that might indicate an intelligence background.

There are also the political connections he developed while in the GOP political scene. One is to Gerald Ford, a leading Warren Commission member and staunch CIA ally, who also appointed George H.W. Bush as CIA director. Lewis met with Ford at a luncheon in September 1975 (and was photographed with him), and ran Ford's 1976 campaign in Texas.

Another is to Karl Rove, a close political ally of the Bush family going back to the 1970s. According to election fraud lawyer Cliff Arnebeck, Rove "was carrying George H. W. Bush's bag when he was director of the CIA, and he became familiar during that tenure with the CIA operations around the world". Following that, Rove ended up in Texas to start fundraising for Bush. He almost certainly would have run into Lewis, who held a high-level position in the Texas GOP and soon got into fundraising himself. Indeed, Arnebeck describes Lewis as Rove's "mentor".

Finally, the name of Lewis's used-computer business is a bit interesting: the Micro Trade Mart. This reminded me of two similarly-named companies that showed up in JFK assassination research: the Dallas Trade Mart (where JFK's motorcade was headed) and the International Trade Mart, a CIA front in New Orleans run by Clay Shaw. For what it's worth, Lewis actually grew up in New Orleans, and would have been around 7 years younger than Lee Harvey Oswald.


Some of these connections are admittedly tenuous, but Lewis is a mysterious enough character that I wanted to share the information about him here. And CIA or not, he clearly was politically-connected and enormously influential in the US elections industry.
