The CIA claimed the actual voice recording of the telephone conversation was destroyed in routine destruction procedures approximately one week after it was received, yet more then seven weeks later the FBI claimed to have heard the telephone conversation the CIA destroyed. J. Edgar Hoover on November 23, 1963 advised that on October 1, 1963 and extremely sensitive source reported that an individual identified as Oswald contacted the Soviet Embassy in Mexico inquiring as to any messages.
Special agents of this Bureau who have conversed with Oswald in Dallas Texas observed photographs of the individual referred to and have listened to a recorded voice. These special agents are under the opinion that the referenced individual was not Lee Harvey Oswald. The House investigators began to wonder whether the CIA, in an attempt, possibly tried to conceal any real activities Oswald may have had in Dallas.
On or before November 21, 1963 Richard Poyle under the direction of Oliver Fortson and directed by CIA station chief Win Scott asked that Poyle be immediately transported to Mexico under high security alert, Poyle was to use a cover story to meet his wife in Mexico for his travel, however, Poyle's wife was still in Miami.
Many of the Cubans in Miami who knew and worked with Richard Poyle said Poyle had a "canny resemblance to Lee Oswald." Photographs of Poyle have never been disseminated for comparison regarding the photos taken in Mexico, now, at my request, and for the first time ever Poyle's photos may just become public. Certain individuals have implied they have his photograph stored in their albums.
