The Carcano was probably chosen because it was originally intended to be a mass-supplied cheap WWII surplus rifle for Cuba. Perfect for its cost and not being as effective as US weaponry in case the two ever came in conflict. Remember CIA bought the massive supply of Carcano ammunition. It was intended as an "Arab Spring" weapon of the day. No doubt a Northwoods-type rifle designed to frame Castro.
