I believe we've seen this footage before. There is clearly a different perspective, since the ESB is on the right and a different distance from the camera in one set of footage, and its on the left in the other. The perspective changes much more for objects closer to the camera than farther away, so the difference in perspective of the Towers might be negligible from this distance (It's 6 KM from the ESB to the Towers)

The apparent relative differences in altitude of the plane are a little more problematic, in that there weren't any stationary cameras higher than the Towers, anywhere in Manhattan. If I'm reading the topo map correctly, the base of the ESB is about 50 feet above sea level, and the WTC would be closer to sea level, but not low enough for the top of the ESB to be higher than the top of the WTC.
