Protocol 13 does indeed protect everyone who lives in a country that has signed it from the death penalty. The only way that can change is for said country to leave the European Council which would of course lead to the other countries invading it to "save the union" and would later be called a "Civil War" instead of a war of northern aggression and history would later blame the war on slavery... er.... Or something like that.
Any way, it does not change the fact that you can be deprived of life if you are rioting, and an armed police officer deems it proportionate to end your life for the greater public good. And with everyone holding a camera at the riot already in a paddy wagon off to a night in the nick, noone will be able to argue against the officers decision. To back up this claim let me direct your attention once again to:
"Deprivation of life shall not be regarded as inflicted in contravention of this article
when it results from the use of force which is no more than absolutely necessary:
(a) in defence of any person from unlawful violence;
(b) in order to effect a lawful arrest or to prevent the escape of a person lawfully

Not according to an ex-boyfriend of mine who was given the treatment by the British. White noise, sleep deprivation, beatings and other interrogation techniques. Much like Guantanamo or Abu Grahib from his description. Not a cuppa or a biscuit to be seen until they released him for lack of evidence. They dumped him naked in the streets at midnight and it was the Salvation Army going around picking up drunks found him and made him a cuppa and gave him a blanket.

They must have at least offered him a cucumber sandwich. If he says they didnt, then he was probably in Ireland (I think it's the magna carta that promises a cucumber sandwhich during a routine beasting :p)

While following up something in the MK NAOMI thread Jan posted this morning I came across this. Synchronicity.

The intervention obviously did nothing. I'm reminded of the news stories over here concerning British troops being sent into Iraq. It was apparently our years of experience in NI that would make us such an effective force over there. Obviously our "success" in dealing with the troubles made us the perfect choice to stop the sectarian violence in Basra. then the videos and photos showing familiar torture methods surfaced. Who better to teach the CIA about breaking prisoners than the British.

Though the Salvation Army picked him up to take him to their Protestant night shelter , where they did give him a cuppa and a blanket (and possibly cucumber sandwiches), he did not feel particularly safe given his obvious recent incarceration at HM pleasure and even though he was Jewish and English and didn't have a dog in the Catholic/Protestant fight it was always "Well, are you a Protestant Jew or a Catholic Jew?" Given that he was married to a Catholic at the time I suppose he was a Catholic Jew :hmmmm:
